Per the city of Detroit's website, "A Spirit of Detroit Award can be requested from any Council Member for a person, event or organization being honored for an outstanding achievement or service to the citizens of Detroit. Submission of the name of the person, event, or organization and the reason for being honored is required."
Now, this is a bit strange only because it is not immediately apparent exactly what was Cardi B's "outstanding achievement or service to the citizens of Detroit."
To be sure, Cardi B has obviously got talent. A former stripper, she was able to rise out of poverty with her music. And she's a record-breaker: Her hit "Bodak Yellow" has topped the Billboard Hot 100 for weeks, only the second solo hip-hop number-one single by a woman in the chart's history, a title formerly held by Lauryn Hill's "Doo Wop (That Thing)."
However, none of this has anything to do with Detroit or its citizens. Cardi B is from the Bronx, New York. So... what the heck?
Apparently, radio station Hot 107.5 made the nomination, and Detroit city council approved it.
Detroit's Kash Doll — another former stripper-turned-rapper — was apparently also baffled by the whole thing, and expressed her confusion on Twitter, writing, "I can’t believe my city" and, "Shit disrespectful."
Kash Doll also said she already has her own Spirit of Detroit award but, "it’s just weird [...] I just thought u had to put work in the city to get it like other artist in Detroit."

Recently, Detroit has bestowed Spirit of Detroit awards to techno DJs and producers including Terrence Parker, Kyle Hall and Jay Daniel as well as Griz.
